A Study on Effectiveness in Preferential Procurement of Products Manufactured by Persons with Severe Disabilities

Abstract
The purpose of this study lies in making legislative proposal to improve effectiveness in preferential procurement of products manufactured by people with severe disabilities. For such purpose, work evaluation system of central government and evaluation index related to the preferential procurement policy have been reviewed, and workers in the disabled-produced product manufacture facilities and public institute employees in charge of purchase have been conducted of a focus interview on preferential procurement of products manufactured by people with severe disabilities and performance review of government. Based on such study, legislative proposals have been made; first, though preferential procurement of products manufactured by persons with severe disabilities is renowned as specific policy, key task, or national issue, it may incur reverse discrimination to other preferential procurements; second, the preferential procurement must be improved with detailed disclose of evaluation outcome; third, evaluation index regarding preferential procurement of products manufactured by people with severe disabilities must be applied equally; fourth, performance management and reinforcement of liability is necessary to procure effectiveness in preferential procurement of products manufactured by persons with severe disabilities.
